Priority 1: Literacy/NYC Reads

By June 2027, the percentage of K–2 students performing at or above benchmark on the Acadience Reading Screener will increase from 40% to 85%, as measured during BOY, MOY, and EOY benchmark assessments.

By June 2027, K–5 students performing at or above grade level in the Vocabulary domain on the i-Ready Reading End-of-Year assessment will increase by 35 percentage points, from 45% to 80%.

By June 2027, 80% of students in Grades 3–5 will perform at or above grade level in the Comprehension: Overall domain on the i-Ready Reading End-of-Year Diagnostic, as measured against the 2025–2026 EOY baseline.

Priority 2: Math/NYC Solves

By June 2027, 80% of ALL students will perform At or Above Grade Level within the Number and Operations (NO) domain on the EOY i-Ready Math Diagnostic.

By June 2027, 80% of ALL students will perform At or Above Grade Level within the Number and Operations (NO) and Algebra and Algebraic Thinking (ALG) domains on the EOY i-Ready Math Screener.

By June 2027, 85% of ALL students will perform At or Above Grade Level Overall on the EOY i-Ready Math Screener.

Priority 3: Safe and Inclusive Schools

By June 2027, 90% of K–5 students will demonstrate proficiency in the five CASEL competencies, as measured by the CASEL Student Survey and schoolwide SEL data, increasing 25 percentage points from the 2026 baseline through Tier 1 SEL, restorative practices, and a positive behavior framework.

By June 2027, 85% of students receiving Tier 2 behavioral or SEL interventions will demonstrate improvement, as measured by MTSS progress monitoring, reflecting a 30-point increase from the 2026 baseline through implementation of a schoolwide tracking system and targeted Tier 2 support.

By June 2027, 95% of students receiving Tier 3 support will have plans implemented with fidelity across settings, as measured by MTSS and BIP monitoring, representing a 35-point increase from the 2026 baseline.

Priority 4: College and Career Readiness

By June 2027, 90% of students in grades K–5 will demonstrate awareness of college, career, and middle school pathways as measured by the Future Readiness Student Survey, reflecting a 25 percentage point increase from the June 2026 baseline.

By June 2027, 85% of students in grades 3–5 will score Proficient or Above on HMH Performance Tasks, reflecting a 20 percentage point increase from the June 2026 baseline.

By June 2027, 90% of students in grades 3–5 will participate in leadership and civic engagement opportunities as measured by the Student Leadership and Civic Participation Tracker, reflecting a 30 percentage point increase from the June 2026 baseline.

Priority 5: Attendance/Chronically Present, Every Day Matters

By June 2027, severely chronically absent students with a recurring 5-day negative attendance trend will decrease from 13% to 7%, as tracked through New Visions reports and the MTSS Attendance Tracker

By June 2027, chronic absenteeism (80–89%) and recurring 5-day negative trends will decrease from 29% to 15%, as tracked through New Visions reports and the MTSS Attendance Tracker.

By June 2027, students with 90%+ attendance and positive trends will increase from 57% to 75%, as measured by New Visions Attendance Reports.

Additional Priority: High Quality Inclusive and Accessible Learning for Students with Disabilities

By June 2027, 85% of kindergarten students with disabilities will show measurable progress toward IEP goals in phonological awareness and phonics, based on progress monitoring and literacy assessment data.

By June 2027, 80% of students with disabilities will show measurable progress toward IEP goals in vocabulary and academic language, based on progress monitoring and literacy assessment data.

By June 2027, 80% of students with disabilities will show measurable progress toward IEP goals in Number and Operations, based on progress monitoring and math assessment data.

Parent and Family Engagement Policy and School-Parent Compact

By June 2027, 85% of families will show increased understanding of MTSS and available support, based on survey results and engagement data
